STUDENTS FOR CONCEALED CARRY ON CAMPUS

 

It started about two weeks ago. The Idaho State Journal published an article about Jared Harward and the Students For Concealed Carry on Campus.

The organization announced that they would be holding an event on campus during the school week of April 21, through April 25, to protest the fact that they can not carry concealed handguns on campus for their own protection as well as the protection of others.

I responded with a blog on the jhub on April eighth, entitled, Concealed Handguns on Campus. The response to that blog was astonishing. I found myself in a lively discussion with several people that went on every day for two weeks with the exception of last week end when I had to beg off for a couple of days to meet an obligation in Salt Lake city. Sure enough, when I pulled up the jhub last Monday, the discussion was still going strong. I even had several people go to my profile and send their comments to my personal e-mail account.

On April 12, Dr. Craig Bosley wrote an opinion concerning concealed carry for his normal weekly article in the Idaho State Journal, taking a little different position than mine. The response to his article has also been astonishing, but from a little different crowd than responded to my blog.

Although we don't all agree on everything, I was impressed with the caliber of people who wrote comments to my blog on the jhub. Most were pretty intelligent and had really thought the issue through before expressing their opinions. It truly was a lively discussion instead of a heated argument and under scored the interest the issue has generated in this area.

I would like to encourage people who have an interest in this issue to go see what is going happening on campus this next week. Hopefully, Jared Harward and Students For Concealed Carry on Campus, will have a desk or booth in the Sub, or somewhere else, where they can give out literature and answer questions. Don't go to argue, but to learn, discuss and form your own opinions concerning carrying concealed on campus. I will be there to see how it is going, and hoping to finally meet some of the people I have been communicating with the past two weeks.

I haven't been following this discussion, so don't know what has been said before.  I generally support the proposition that individual should be permitted to carry concealed weapons, though I do not believe that the 2nd amendment guarantees any such right.  I feel that this is not a "right," but should be treated as a privilege, much like driving vehicles on the highway.  Specific training, competency testing, and licensure should be required.  

College campuses should not be treated any differently than other public places; however, as a holder of an Idaho Concealed Weapons License, I must say that our current system is a joke.  Idaho is a "shall issue" state, meaning that the legislature has robbed the County Sheriff's (elected officials, and the highest ranking law enforcement officers in their jurisdictions) of any real latitude in determining to whom they will issue a permit to carry.  If you pay your money, and are not found to be disqualified from possessing or receiving a firearm under state or federal law, the sheriff "shall issue" a license within 90 days after the filing of an application.    The sheriff "may" require the applicant to demonstrate "familiarity with a firearm," but "shall" accept as evidence any one of a list of proofs, including a hunter safety course, NRA or other firearms safety or training course, or "equivalent experience" with a firearm.  Most of these courses have nothing to do with the safe use of concealable weapons, and some such courses do not even require that the student demonstrate proficiency with a weapon.  The kicker is that in deciding what to accept, the sheriff must remember that  a civil action may be brought against the sheriff to enjoin a "wrongful refusal" to issue a license, or even for asking for more information than is specified in the statute.

As a result, most other states will not honor an Idaho Concealed Weapons License.  That being the case, it is ludicrous to suggest that Idaho's colleges should be forced to do so.

Your point is well taken and you expressed it very well. You and I  have different opinions on various aspects of the right to bear arms and concealed carry. We both oppose concealed handguns on campus, but not for exactly the same reasons, yet we aren't very far apart. That is basically what I found in my previous post, although many of those folks wanted to carry on campus.
