Do you agree with the decision to enter into a consulting contract with Chase?

    POCATELLO — The City Council has entered into a professional services agreement with Roger Chase that will utilize the former mayor’s expertise on water and land use issues.

    Councilman Craig Cooper was the lone council member to vote against the one-year consulting contract, which will pay Chase $1,500 a month. Chase, as the owner of Clearview Consulting, will assist the city on water rights acquisition issues.

    He will also assist the city with issues at the Pocatello Airport associated with new land use ordinances the Shoshone-Bannock Tribes are proposing.

    The consulting agreement, which is being finalized by the city’s legal department, will include a termination provision that will enable either party to end the contract with 30 days notice.

    Cooper said he wasn’t happy with the consulting agreement because he didn’t see any advantage for the city in it. Cooper said he felt the water issues the city is facing require more expertise than Chase has.

    “I don’t see what Roger can bring to the city as a consultant,” Cooper said. “I just don’t see any advantage to it, quite frankly. If I feel strongly against something, I’m not going to vote for it.”

    The six-member council discussed the agreement at length during a regular study session Jan. 14. They voted 5-1 to approve it during Thursday’s council meeting.

    The city’s legal department said the agreement is perfectly acceptable under Idaho law.

    Chase said there are several water and land use issues the city is dealing with that need to be wrapped up quickly, and he saw this agreement as a way to help the city get through those issues while saving Pocatello some money.

    “I’m not making a lot of money on it,” he said. “In my opinion, the city needs to close these deals in the next year.”

    Chase said the agreement with the city is the smallest consulting contract he has, and the $1,500 per month charge would basically help him recover his costs.

    “I think it’s something that needs to be done for the city and I almost feel there’s an obligation there,” he said during the study session. “At one time I thought, ‘Should I do this for free?’ and my wife kind of put the kibosh to that.”

    Chase said he doesn’t view the agreement as a long-term contract and if the city can work through those issues earlier than planned, the contract can be canceled.

    “The water issues we are dealing with are very complex,” he said. “I think we could do some things that would help the city save some money.”

    Chase said the contract will be limited to a handful of critical issues, and he has told new Mayor Brian Blad that he can call him any time for assistance with other issues, such as economic development.

    “We’ve invested a lot of money in these endeavors and we need to be able to finish these up, and I think Roger’s experience ... will help us finish them,” said Councilman Roger Bray.

    Councilman Gary Moore said he believes the city would benefit by utilizing the experience of Chase, who’s well known for the enormous number of contacts he has at the local, state and national level.

    The council and mayor can determine if the contract has been beneficial to the city and can always rethink it, Moore said. “But I have a lot of confidence in Roger’s ability, particularly on water issues,” he added.

    Councilman Brian Underwood said Pocatello spends a large amount of money on water issues, including for litigation and engineering, and he believes the city can save some money by employing Chase’s 20-plus years of expertise in that field.

    “We’re paying 25, 30 grand a month for this stuff,” he said. “I think (this) can work for all of us, financially as well as practically.”

    “I think it’s a great opportunity for the city and I’m pleased you’re willing to do that for such a small fee as a consultant,” Council president Eva Nye told Chase.

    Councilman Ron Frasure, who voted in favor of the agreement, said during the study session that he had some reservations with the contract and wanted to see more specific details of what exactly Chase would be working on. Those specifics are currently being negotiated by the city’s legal department.

Consultant, really?
If the city of Pocatello is in need of additional expertise on securing water rights, why is the city not seeking this help among numerous "professional" service firms? Clearview Consulting, LLC, owned by Roger Chase, has been a consulting firm since December 24, 2009. Should the city of Pocatello hire a consulting firm with one month of experience? I do not see where 20 years of experience on water rights acquisitions can be extracted out of 8 years as the mayor of Pocatello, his time spent on the city council and his tenure at Simplot.

I find it very interesting for Mr. Chase to claim that this contract with the city is the “smallest consulting contract he has”. When you have only one consulting contract, I guess it is the smallest; therefore, the largest, the average, or any other statistical expression possible. It would be interesting to see the number of high-dollar contracts Mr. Chase has received in one month of operation and given the current state of the economy. There are far more qualified consultants, hydrologists, and attorneys for this work who would not belittle a $1,500 a month contract. He also states that the $1,500 per month contract is only going to cover his operating costs. I guess he is considering his mortgage as an operating cost now that he must work from home, without an office in city hall.

In addition, Roger Chase’s contacts are the property of the city of Pocatello. He made these contacts as Mayor of the city of Pocatello, which are not personal possessions he can utilize to garner consulting contracts. Let us call it like it is, Roger Chase was completely surprised that he lost the election, he had no plans for a loss, now he is using his political ties, and an anemic city council, to obtain a contract in order to support his livelihood. We can’t blame the guy for needing a job now, but come on, this type of poor planning has been happening in Pocatello under his governance for eight years.

The residents of Pocatello saw it was time for a change. Now the city council has undermined the citizen’s vote. It appears they have created a backdoor to democracy. The people voted him out, now the council has put him back into a position of power. Good luck Brian Blad! You now have your predecessor and the city council trying to position Mr. Chase in some sort of power role, which is going to place you in a tough spot. It looks like Mayor Blad is being set up for failure.

I suppose someone should look into the political process and identify the loophole that Mr. Chase is attempting to exploit in order to get himself back in office.

I must say that I am slightly shocked, but not really. Three days following the initial comments and not a single response of someone in favor of a consulting contract with Mr. Chase. Even I thought Chase had more supporters. Those that have commented have all brought up very valid points regarding the way in which Pocatello has been operated. When will this city start listening to its people instead of the "good ol' boys club?"

I agree completely! Pocatello has had this good ole' boys club for way to long. It's time that the citizens of Pocatello actually get a voice. If Mr. Chase had been doing such a great job, Pocatello would not be in the state it is today and he would still be in office. His time is over! let him join the record of other people in our fair city, having to scrap by to survive.

This is outrageous and a good example of why the people of Pocatello voted him out of office. Now it is time for the city council to go. How dare you insult the people of Pocatello this way. Mr. Chase, get a job. If the people of Pocatello don't want you as mayor why would they want you as a consultant?

This is nonsense!
What is with this Roger Chase fetish that the city council and some voters have? It is absolute nonsense for the council to extend a contract to this man. I agree with shane above, Chase should not be allowed to use his time in office as a featherbed to fund his retirement from the City.
We have a huge city attorney's office that should be taking care of these alleged negotiations on water matters--properly so because the negotiations are legal in nature.
Something is rotten in Denmark here. I want to know why the city council is holding on to Chase like grim death? What is tieing the bind so tight between some members of the council and the ex-mayor?
As a tax payer I am suspicious over these shenanigans--the long painful separation was annoying enough, with hand wringing articles about the rather simple political loss of Chase as mayor and the extended mourning period of the "people" (Chase supporters).
I say "Let Chase go!" We were fine before he was mayor and we will be fine without him as mayor! CE

Shouldn't be...
I am sure that Mr. Chase is a nice enough guy, but I smell some stinking.

The people voted him out of office. That means that we didn't want him to consult for the city anymore... When representative government ceases to represent the government’s legitimacy ceases.

On another note, $1500 a month might not seem like a lot, but that is $9.37 an hour (assuming it is a 40 hour work week- which we know he wouldn't be working). That makes this one of the better jobs in this town...

I agree with the previous comments. We need to re-elect new councilmen. Listen to Cooper. I'm very disappointed about Underwood's support for Chase. For eight years Chase proved that he was incapable of doing good things for Pocatello. He had his chance. Why can we trust him to do any better as a consultant?

Now intimidation!
I talked to a person that sent an e-mail criticizing this contract with the ex-mayor--the e-mail was sent to the city council. Unfortunately, the e-mail was sent from the individual's workplace.
Within an hour, Councilman Moore called the individual's employer complaining about a negative e-mail coming from a business! No, he did not even attempt to defend his support of this "consulting" contract with Chase--Moore was only interested in trying to intimidate the complaining party by calling the boss.
This is nothing more than thug tactics. I wonder if these councilmen wonder why Chase was voted out, why a councilman was voted out? Do they not realize that backdoor deals, threats, arrogance is what the public is so furious about?
If they don't, I can assure them that their time is coming. I know for a fact that if Moore had had a legitimate opponent, he would no longer be a councilmen.

Something about the consulting firm operated by Roger Chase just doesn't seem to "click"!(wasn't aware he holds a P.E. or similar degree) You may recall the consultant from a Colorado firm that was brought aboard to show the city of Pocatello how to bring in scads of small business opportunities to the airport area! The sum was about $365.000.00 dollars,(plus airfare?) I haven't seen to much going on out there, even the gophers are getting sparse! Seems to me about that same time period another "consultant" came into the mix and he had this "vision", to turn oldtown into a mega complex of business parks and buildings, the cost? I am sure it can be found!(dont think he was on the same plane!) Its ironic that these "top shelf" venues are considered, city business "above or as usual" and that city hall is and has been run more as a corporate enity rather than city government by the people for the people! Water rights? on going "old business" that needs immediate attention? Did we see a "Superman oufit" on the great mayor as he exited from the "booth" in city hall? "what about that water when the wells run dry"? Consultant"A" or consultant"B"?

You reminded me!
Chase was also the culprit that paid over half the insurance settlement from the fire at the Chief Theater to a Georgia "Consulting firm" that was supposed to show Chase (then head of the the Chief Theater Foundation) how to raise funds to rebuild the theater.
It was never built but the consultants got paid.
Your post reminded me that Chase is very experienced at how consulting firms work, or don't work, and how they make money for nothing.
Let us hope the new mayor doesn't sign the contract--stands firm on not doing so--I am sure the public will back him strongly.

History Repeating Itself
It is no surprise that certain Members of the City Council have decided to bring Chase on board. You have to remember that Moore worked for many years as a City Employee and in doing such you have to be politically involved in brown nosing to make retirement. Chase was at best a poor Mayor and he did as much to "Chase" business away as he did to bring anything into the City. I recall seeing a serious conflict of interest involving one of the City Departments. I called chase and provided him with concerns that would cost the City in civil litigation. His response was he thought it was okay, because he was allowed to do similar things while he was at Simplots. I asked that he send it over to legal for a review, and it ended up in the round file. This is the kind of leadership that he has always been involved in and his participation as a Consultant lacks the credentials that are necessary for anyone else who contracts with the City. He was voted out for a reason and the public was tired of the way that he was affecting the growth of the City. In an economic hardship we should be saving that 1,5000.00 per month and applying it to other more necessary projects. Goodbye Mr. Chase you need to find a real job, good luck your reputation is such that you might have to leave the area to get one.

I didn't think the City Council was THIS evil...
I haven't seen the contract, but from what I understand the mayor can cancel this contract given 30 days written notice. I was told Blad was going to cancel this blasphemy as soon as possible. Blad will have an uphill battle with the Far-Left for the duration of his term. And to that I say, "Great job, Mayor Blad!"

What hasn't anyone brought up the glaring fact - that Mayor Dad has no experience, education or skills that would allow him to fill the shoes left vacant by (although an imperfect human - unlike the rest of you) Mayor Chase? That's why a consultant is necessary - whomever it might be.

I agree, Mr. Blad doesn't have the experience Mr. Chase has at this point. However, that isn't the issue. Democracy chose Mr. Blad as mayor. Pocatello has a great deal of people on its staff that support the city and losing the Mayor should not be a shock to the system, as it is being made out to be. The position of Mayor is an elected position, hundreds of other people run this city and are very qualified to continue doing so. The city council needs to accept that the citizens chose to go in a different direction, experience or not.

If the contract for consulting venues was an issue it should have been brought up during a business meeting of the Mayor and the city council,(was it or was it not and with whom?) the contents of which would present the subject and for what the consulting firm or firms would be required to perform and to what results would be expected, this would be printed in the appropriate section of the newspaper as public record, which in turn would provide the path for bids to perform. Those companies that are qualified to perform would have to meet the"minimum" of requirements such as licensing, bonding documents and provide a comprhensive portfolio of clients that have delt with the firm awarded the bid. In most bidding process procedures, unbiased acceptance would be based on the bidder's ability to meet the advertised requirments and be able to "prove"those requirements if so summoned. Not knowing the specifics in regards as to how Mr. Chase was brought on board in this regard makes one think that the City of Pocatello, could be in for some very sad situations,legal, monetarily, furture growth, and most of all the lack of confidence in city government by its citizens.

Roger Chase is a sellout. Roger Chase is a career politian. He is no good. The counsel (save one) only voted for him because they are sellouts too. That is what you call cronyism. No spines on the counsel. The mayor better not approve this foolishness.

Why Chase?
It is very obvious that those councilmen (except Cooper) didn't want Blad to be the new Mayor of Pocatello. I am very disappointed about them. The people voted for Blad because the were unhappy with Chase performance for the last eight years. According to the paper Chase was hired because of his contacts not because of his expertises. So Chase will be getting pay to recommend somebody else to do the job. Stop this non-sense.

Get this EX mayor a new suit please. It seems his clothing is always so tight and sloppy. Someone should consult Mr. Chase how to dress when he is representing our town. I think all our city council needs an overhaul. Get rid of all, Moore, Underwood, Frasure. These retreads have only hurt our economy. We voted change now we all want change. I hope Clowny Chase reads this and moves to Florida, Something in Pocatello is stinkin with this whole thing.

Consultant fee
This is another example of someone profiting from their paid elected service in government. I see it in the school system all the time it is pure cronyism and it leads to same old ideas and squashes new and better ideas. Mr. Chase should only be paid for his hours of service and not on a monthly retainer.
